Talent, C). Political structure, and D). Stability of government to execute such an undertaking. I suppose I need to look at the armament and troop-carrying capability of the Monitor to compare, but i think a more lightly-armoured craft would be more economical, and prove a better troop transport/assault-group tactical-insertion vehicle.
